Acquisition of Property for Construction of the Shasta College
I-5 Technology Center
TIMELINE: Proposals are due on or before August 1, 2002
History and Related Background
Shasta College is a
comprehensive California Community College offering academic programs in
vocational-technical, university transfer and community services. The main
campus is two miles northeast of Redding and the current enrollment is 11,000
students. Twenty-two hundred students are served at various locations in Tehama
County. Shasta College has served the tri-county area for over fifty years and
has a reputation of excellent academic quality within the state.
Shasta College currently
leases property on Lincoln Street from the City of Red Bluff as well as property
located in adjacent communities. On March 5, 2002, a bond measure was passed by
the voters that provides for funds to acquire property and construct a new
campus in central Tehama County to replace the rented and temporary facilities
as well as to expand the curriculum offerings for technology-related
occupations.
Project Description
The first building to be
constructed by Shasta College on the site described in this Request for
Proposals will be known as the Shasta College I-5 Technology Center. The
building will consists of 65,000 square feet of classrooms, offices and
technology-learning laboratories. Plans include a snack bar, student lockers
and a small exercise facility within the building. The building will be open 24
hours per day and 7 days per week with the exception of holidays. Offered
curriculum will include basic skills, general education and select
vocational-professional programs in fields such as agri-business, food
processing, transportation systems and logistics, alternative fuels and
telecommunications.
Scope
of this RFP
The purpose of this Request
for Proposals is to identify and acquire a suitable site for the I-5 Technology
Center subject to the parameters listed herein. Shasta College is willing to be
a party to a larger project, such as an owners cooperative with shared
infrastructure, provided the College owns its portion of the property in fee.
Shasta College has the right to accept or enter into negotiations with any or
none of the Offerors. A citizens Site Selection Advisory Committee will review
all proposal and make recommendations to the Board of Trustees of the College
district, who have the final authority for site selection and acquisition.
Proposals are due August 1, 2002.
Site Requirements
- Size:
Minimum parcel size is 50 acres. Additional property is desirable. The
parcel(s) should be adequate to support the initial 65,000 square foot
building along with ample room for parking and for future expansion of the
campus.
- Visibility:
Visibility of the parcel from Interstate-5 Freeway is desirable, but not
required.
- Infrastructure:
Proposals should describe existing and/or future infrastructure on or to the
parcel including but not limited to sewer, water, natural gas, fiber optic and
telephone lines and electric service.
- Accessibility:
Proposals shall describe existing access to the parcel.
- General Plan/Zoning
Designations: Proposals shall
state the parcels’ General Plan and Zoning designations as stated by the
appropriate City government or Tehama County General Plan as well as any other
government regulations the property may be subject to, e.g. Williamson Act,
etc.
- Acquisition
Timeframe: Proposals shall state
the proposed date of acquisition. Please describe any considerations that may
impact the acquisition of the property or completion of proposed project.
- Other Features:
Please describe possible
partnerships and/or collaboration opportunities with the College as they
relate to parcel acquisition and/or project construction. This may include

Deliverables
- Full site description
appropriately illustrated with maps and photos.
- Inspections, technical
reports, surveys and other documents that the owner has access to. Shasta
College reserves the right to request that such reports be provided for
parcels of particular interest.
- Proposed price and
transaction terms. Please explain any proposals which include full or partial
donations of land, infrastructure or other tangible assets.
- A statement as to the
nature of the Offeror’s control of the property.
- If the Offeror is, or
represents another governmental entity, private industry or industrial
property developer, the College welcomes a description of opportunities for
the institution to substantially collaborate, support or otherwise directly
interface with the Shasta College I-5 Technology Center as a direct result of
the proposed site.
- Cost is a consideration.
Shasta College would certainly recognize and appreciate donations of land,
infrastructure and/or improvements. If the College is proposed to be a party
to a cooperative development project, proposals should elaborate on the
obligations of the College relative to being a party of such a project.
- If not encompassed in
the response to the above eight items, the proposal must address each of the
eight Site Requirements as contained within this RFP.
Proposal Format
Proposals shall be printed
on 8.5 X 11 inch, white paper, single-sided. Maps and drawings of larger format
may be included. Proposal should include written narrative sufficient to convey
the information required by the College and the Site Selection Advisory
Committee. Proposals should be assembled with a left corner staple and not
placed in spiral bindings, etc.
