REQUEST FOR PROPOSALS
SUBJECT: Acquisition of Property for
Construction of the Shasta College
Health Sciences Center
TIMELINE: Proposals are due on or before
August 15, 2002
History and Related Background
Shasta College is a comprehensive California Community
College offering academic programs in vocational-technical, university
transfer and community services. The main campus is two miles northeast of
Redding and the current enrollment is 11,000 students. The college has served
the tri-county area for over fifty years and has a reputation of excellent
academic quality within the state. Especially noteworthy are the high state
and national rankings of the college’s programs in nursing and dental
hygiene. In the master plan for capital facilities, as well as the long-range
strategic plan for the college; there are projections for increased
enrollments in these programs as well as the addition of new degree programs
in allied health fields. The college currently leases a facility on Eureka
Way in Redding for its dental hygiene program and the nursing program is
housed on the main campus. A bond measure passed March 5, 2002 setting aside
funds to acquire property and construct a new health sciences campus in the
Redding area.
Project Description
The new health sciences center will provide classrooms,
labs, offices, food service and conferencing space for current and future
Shasta College programs as well as those of cooperating universities and
medical facilities. Initially, programs in nursing, dental hygiene and
radiologic technology will occupy the facility for both two-year associate
degrees and four-year bachelors degrees in these fields. Continuing education
for physicians, dentists, nurses, hygienists and technologists will also be
offered through the facility. The college desires that the new health
sciences center be co-located or within close proximity to an acute care
hospital facility in the Redding area.
Scope of the RFP
The purpose of this Request for Proposals is to identify
and acquire a suitable site for the health sciences center subject to the
parameters listed herein. Shasta College is willing to be a party to a larger
project, such as an owners cooperative with shared space and infrastructure,
provided the College owns its portion of the property in fee. Shasta College
has the right to accept or enter into negotiations with any or none of the
Offeror’s. A citizens site selection advisory committee will review all
proposals and make recommendations to the Board of Trustees of the college
district, who have the final authority for site selection and acquisition.
The due date for proposals is August 15, 2002.
Site
Requirements
1.
Size: Minimum size of parcel to incorporate estimated size of
the building to be constructed by Shasta College of 45,000 square feet with
15,000 feet on the ground floor. This parcel size also incorporates parking
spaces required by the City of Redding on or off the site (with reciprocal
parking agreements or exclusive use rights).
2.
Visibility: Site should be situated in a manner in which the
health sciences center visibility from main thoroughfares will not be blocked
or severely impeded by adjacent structures.
3.
Infrastructure: Proposals should provide detail on existing
infrastructure on or to the parcel including sewer, water, natural gas, fiber
optic and telephone lines, electric service, sidewalks, curbs and gutters, and
parking as described above. Proposal should clearly state whether the
proposed parcel provides for a freestanding new building or a
co-location/shared use or other option for construction as offered.
4.
Accessibility: Proposals should clearly describe existing and
future access to the parcel including 4-lane arterials, freeway on /off ramp
within 2 mile radius.
5.
Proximity to Acute Care Hospital: Proposals should document
location of parcel in relationship to the closest acute care hospital.
Proposals, which include co-location, adjacency or shared-use of facilities,
should clarify parameters of such offerings.
6.
Proximity to Public Transportation: Proposals should document
existing routes in City of Redding which have proximity to proposed site.
7.
General Plan/Zoning Designations: Proposals should include
designations and references.
8.
Acquisition Timeframe: Proposals should state availability of
the parcel as to proposed date of acquisition and other details regarding
considerations of acquisition which impact upon timeframes for construction.
Deliverables
1.
Full site description detail, history of property current and previous
utilization, appropriately illustrated with maps and photos
- Inspections, technical reports, surveys and other
documents required for the type and location of the property offered,
including full disclosure of environmental issues.
- Proposed price and transaction terms, including basis
for valuation as offered. Proposals which include full or partial donation
of land, infrastructure or other tangible assets should state method of
valuation and terms of donor offering, including but not limited to
charitable remainder trusts, corporate philanthropy, foundation gifts, and
in-kind cost reductions. If shared use or infrastructure partnerships are
agreed to and the College develops infrastructure or building space for
other than its own use, the College would expect an appropriate price
adjustment or other consideration.
- Narrative explaining the characteristics of adjacent
properties, whether owned by the proposing entity or others, including
future development potential and impacts on the college health science
campus.
- Beyond the minimum requirements set for in this RFP,
describe additional features, including room for expansion, which the parcel
offered, or adjacent properties could make possible.
- If the Offeror is or represents an acute care
hospital, the college welcomes a description of opportunities for the
institution to substantially collaborate, support or otherwise directly
interface with the Shasta College Health Sciences Center as a direct result
of the proposed site location.
- If not encompassed in the (6) items above, the
proposal must address each of the eight site requirements as stated in this
notice
Proposal Format
Proposals must be printed on 8.5 X 11 inch, white paper,
single-sided. Maps and drawings of larger format may be included. Proposal
should include a written narrative sufficient to convey the information
required by the college and the site review committee. Data should be
provided to support the proposed price and/or valuation of the offering.
Proposals should be assembled with a left corner staple and not placed in
spiral bindings, etc.
